California certainly has one of the most stringent building codes in the United States. The best evidence: Title 24, also known as the California Building Standards Code.
While Title 24 was initially implemented for the regulation of energy consumption in the state, it now includes building rules and regulations designed to protect the health, safety, and welfare of citizens in residential and non-residential structures. As such, the owners, contractors, and/or agents of all structures that will be built, altered, and repaired as well as demolished must comply with the requirements set forth in the legislation and implemented by the California Building Standards Commission.
Like building codes across the United States, Title 24 has rules and regulations pertaining to the steps required to secure the appropriate building permits /codes.
Consult with the local code representative
Your local code representative is the best resource person for inquiries about the proper steps in the application for title 24 building codes in California. Be sure to consult with his office before starting on the new construction or remodeling project to avoid running afoul of the law. Otherwise, you including your building contractor and/or your agent can be penalized with fines and suspensions (i.e., the project can be halted).
You will be provided with the list of documentary requirements by the local code representative. Ask questions about the list so as to save time, energy, and money on going back and forth for failure to comply.
Submit the documentary requirements
These are standardized documents that establish the owner, builder, and contractor of the project; the planned schedule of the construction or remodelling project; and the location of the project. You will also be required to submit blueprints and construction plans to determine the type of development, the methods of construction, and the energy efficiency measures, among other aspects, planned for the project.
Review of the documents submitted to the commission
The California Building Standards Commission will then review the blueprints, plans, and other documents submitted obviously to determine approval or disapproval according to set guidelines. In most cases, disapproval is not the end of the road since revisions to the plans will be recommended, all in the interest of complying with building codes applicable to your project.
Once your application is approved, you can begin construction. You will be billed for the processing fees including the costs for the application, examination, and evaluation. Keep in mind that the local building officials will conduct job site inspections to check on your compliance with the building permit issued and a final structure inspection will be conducted for final authorization.
